A novel focus on "personal responsibility" has transformed political thought and public policy in America and Europe. Since the 1970s, responsibility--which once meant the moral duty to help and support others--has come to suggest an obligation to be self-sufficient. This narrow conception of responsibility has guided recent reforms of the welfare state, making key entitlements conditional on good behavior. Drawing on intellectual history, political theory, and moral philosophy, Yascha Mounk shows why the Age of Responsibility is pernicious--and how (...) it might be overcome. Mounk shows that today's focus on individual culpability is both wrong and counterproductive: it distracts us from the larger economic forces determining aggregate outcomes, ignores what we owe our fellow citizens regardless of their choices, and blinds us to other key values, such as the desire to live in a society of equals. Recognizing that even society's neediest members seek to exercise genuine agency, Mounk builds a positive conception of responsibility. Instead of punishing individuals for their past choices, he argues, public policy should aim to empower them to take responsibility for themselves--and those around them. (shrink)

If the values of younger citizens and voters are the trend of the future, in what direction do they point? Scholars have long noted a decline in political engagement and knowledge among youth in developed democracies, with the fear that this may undermine the stability of liberal institutions. However, youth electoral behaviour appears inconsistent: in much of continental Western Europe, younger voters support populist parties of both left and right, but in the United States and the United Kingdom, only left-wing (...) populist movements benefit from youth mobilization. We explain this divergence by arguing for a distinction between democratic apathy and democratic antipathy. Democratic apathy is characterized by scepticism regarding the value of democratic institutions, low turnout and lack of interest in politics, whereas democratic antipathy involves the active embrace of illiberal movements hostile to pluralistic institutions. In societies where youth do not face economic and social discrimination, democratic apathy is the more common trend, whereas in parts of continental Europe where youth face systematic social exclusion, apathy has become active antipathy. Brian Wormald provides a fundamental reappraisal of one of the most complex and innovative figures of the late-Elizabethan and Jacobean age. In the centuries since his death, Francis Bacon (1561-1626) has been perceived and studied as a promoter and prophet of the philosophy of science--natural science--but he saw himself also as a clarifier and promoter of what he called "policy" or the study and improvement of the structure and function of civil states. Mr. Wormald shows that Bacon was concerned equally (...) with the knowledge of the world of nature and with that of policy. The junction between the two enterprises was effected by his work in history; and in the end it was Bacon's conception and practice of history that provided the answer to his efforts to advance policy and natural philosophy. We interpret the concept of determinism for a classical system as the requirement that the solution to the Cauchy problem for the equations of motion governing this system be unique. This requirement is generally believed to hold for all autonomous classical systems. Our analysis of classical electrodynamics in a world with one temporal and one spatial dimension provides counterexamples of this belief. Given the initial conditions of a particular type, the Cauchy problem may have an infinite set of solutions. Therefore, (...) random behavior of closed classical systems is indeed possible. With this finding, we give a qualitative explanation of how classical strings can split. We propose a modified path integral formulation of classical mechanics to include indeterministic systems. Concepts of stability and symmetry in irreversible thermodynamics are developed through the analysis of system energy flows. The excess power function, derived from a local energy conservation equation, is shown to yield necessary and sufficient stability criteria for linear and nonlinear irreversible processes. In the absence of symmetry-destroying external forces, the linear range may be characterized by a set of phenomenological coefficient symmetries relating coupled forces and displacements, velocities, and accelerations, whereas rotational phenomena in nonlinear processes may be characterized by (...) skew-symmetric components of the phenomenological coefficients. A physical interpretation of the nature of the skew-symmetric parts is given and the variational principle of minimum dissipation of energy is related to a stability criterion. (shrink)

A new ecumenical confession of faithRecently theologians, church leaders and even churches from all over the world expressed the desirability of a new confession of faith, preferably an ecumenical confession. The Reformed Church in America proposed a new confession with their Song of Hope. They still maintain large parts of their 16th century reformed confessions but the following motives played a role in their desire for a new confession:• The necessity to correct the existing, 'old' confessions in the light of (...) modem scientific Bible-research, e g on the doctrine of predestination.• The need for additional confession-pronouncements on modern-day issues and experiences, unknown to the church in the 16th century.• The desirability of a new form to communicate with modem man.• The sensitivity of the churches of today towards church-unity and the trends living in the oikouménè, e g their social awareness.We then proceed to treat the motives why a reformed Church überhaupt needs and forms a confession. In the light of these motives the question arises whether our Church really needs a new confession today; is the exposition of the existing confessions in theology, catechesis, preaching and modem church-hymns not enough to translate and communicate the existing confessions to modem man and to address modern-day issues? This paper is a slightly expanded and altered version of comments delivered in response to a paper by Andrew Dilts at the 35th Annual Spindel Conference in Memphis, TN. I focus on the elision of the state in Dilts' paper in order to demonstrate the need for a genealogy that takes seriously the role of sovereignty in constructing the present of trans femmes and trans women of color.

I shall best approach my subject by explaining how it was that I, a non-professional, began to take an interest in Kafka. The fi rst thing of his which I happened to read was The Trial. It is diffi cult to describe my reaction. Certainly I didn’t understand the book. At fi rst sight it seemed to be a confused mass, a nightmare, something abstruse, incomprehensible to the utmost degree. One fi ne morning Joseph K., the junior manager of a (...) bank, is arrested. No grounds are given. He has, we are assured, done nothing wrong. A charge against him is never specifi ed. Though he is under arrest, he can walk about freely and go to his offi ce. In the course of the story we are led on to catch a glimpse of a very strange ‘Court’, a ridiculous, corrupt, despicable Court that sits in a suburb, in the attics of a building where the povertystricken tenants have fl ung their useless lumber. The Examining Magistrate sits on a kitchen chair, with an old horse-rug doubled under him. The Judges are obsessed with vanity, and run after every woman they see. (shrink)

Given current constraints on universal treatment campaigns, recent advances in public health prevention initiatives have revitalized efforts to stem the tide of HIV transmission. Yet, despite a growing imperative for prevention—supported by the promise of behavioral, structural and biomedical approaches to lower the incidence of HIV—human rights frameworks remain limited in addressing collective prevention policy through global health governance. Assessing the evolution of rights-based approaches to global HIV/AIDS policy, this review finds that human rights have shifted from collective public health (...) to individual treatment access. While the advent of the HIV/AIDS pandemic gave meaning to rights in framing global health policy, the application of rights in treatment access litigation came at the expense of public health prevention efforts. Where the human rights framework remains limited to individual rights enforced against a state duty bearer, such rights have faced constrained application in framing population-level policy to realize the public good of HIV prevention. Concluding that human rights frameworks must be developed to reflect the complementarity of individual treatment and collective prevention, this article conceptualizes collective rights to public health, structuring collective combination prevention to alleviate limitations on individual rights frameworks and frame rights-based global HIV/AIDS policy to assure research expansion, prevention access and health system integration.
